Seat Requirements

Extra Territorial Jurisdiction Resident (ETJ)

Must live within the Town of Chapel Hill’s Extraterritorial Jurisdiction.

 

Joint Planning Area Resident (JPA) or Extra Territorial Jurisdiction Resident (ETJ)

Must live within the Town of Chapel Hill’s Joint Planning Area or the Extraterritorial Jurisdiction as outlined in the Joint Planning Agreement

 

Chapel Hill Resident

Must live within the municipal limits of the Town of Chapel Hill and have demonstrated education, special training, experience, or interest in urban planning, a design field (such as architecture or landscape design), construction, environmental sustainability, housing, or transportation.

Preference given to applicants who represent at least two of the Planning Commission interest areas in addition to the seat requirements:


  1. Pedestrians
  2. People with disabilities
  3. Public transit dependent
  4. Bicyclists
  5. Seniors
  6. Student (High School, College)
  7. Civil engineering
  8. Parents
  9. Commuter
  10. Business Community

Appointing Body

All members are appointed by the Chapel Hill Town Council except for the Extraterritorial Jurisdiction Resident (ETJ) and Joint Planning Area Resident (JPA) seats which shall be appointed by the Orange County Board of Commissioners.

All non-voting liaisons are appointed by the group or organization that they represent.

Composition of Planning Board

(a) Composition. - A local government may by ordinance provide for the appointment and compensation of a planning board or may designate one or more boards or commissions to perform the duties of a planning board. A planning board established pursuant to this section may include, but shall not be limited to, one or more of the following:

(1) A planning board of any size or composition deemed appropriate, organized in any manner deemed appropriate; provided, however, the board shall have at least three members.

(2) A joint planning board created by two or more local governments pursuant to Part 1 of Article 20 of Chapter 160A of the General Statutes.
