The below referenced legal notices are on file with the Town Clerk at Chapel Hill Town Hall, 405 Martin Luther King Jr. Blvd. Written comments may be submitted to the Mayor and Town Council (see “Contact Us”). Residents are invited to give input at public hearings and forums. Those with difficulty hearing or speaking may arrange assistance from an interpreter by calling 919-968-2743 a week prior to the meeting. Also listed are public hearings scheduled for a specific Council meeting date, although periodically, some may be continued to a future date. Public hearings may relate to the Land Use Management Ordinance (LUMO), Residential or Commercial Development, Budget, Transportation, or Housing issues. Meeting materials are posted at Council Meeting Agendas, Minutes and Videos.

Public Comment Period & Public Forum
CDBG 2025-2029 Consolidated Plan & 2022-2023, 2023-2024, 2024-2025 and 2025-2026 Annual Action Plan Amendments
Affordable Housing Town staff are considering amendments to the 2025-2029 Consolidated Plan and the 2022-2023, 2023-2024, 2024-2025, and 2025-2026 Community Development Block Grant (CDBG) Annual Action Plan. The draft amendment includes reallocation of funding to FY 2025-2026 public service and neighborhood revitalization projects and changes to the approved program plan activities. The Action Plan and funding plan decide how the Town will spend federal CDBG money for the next year, and the Consolidated Plan determines Town and Orange County priority areas for federal community development funding over the next five years.
Town Council will hold a public forum to receive comments on the Consolidated Plan and Annual Action Plan Amendments during the Town Council meeting at 6:00 pm on Wednesday, January 21, 2025.
The public is also invited to review and comment on the draft amended Consolidated and Annual Action Plans, the summary of which was made available during normal business hours of operation for a period of thirty (30) days beginning Monday, December 22, 2025, at the following locations:

Please submit all comments by Thursday, January 22, 2026. All comments will be incorporated into the amended 2025-2026 Annual Action Plan and 2025-2029 Consolidated Plan submitted to HUD.

860 WEAVER DAIRY ROAD CONDITIONAL ZONING APPLICATION (PROJECT #CZD-24-8)
Thomas & Hutton, on behalf of contract purchaser Land Planning & Entitlements, LLC and property owner Ting Kuo Shieh, asked to rezone a 45-acre site located between Weaver Dairy Road and Interstate-40. The application is for a mixed-used development consisting of up to 710 apartments and townhomes and a commercial site to be reserved for future development. The rezoning affects the parcel identified as Orange County PIN 9880-56-4638. The site is currently zoned Mixed Use – Office/Institutional – 1 (MU-OI-1) and Residential-3 (R-3). The proposed zoning district is Mixed Use-Village-Conditional Zoning District (MU-V-CZD).
