A component of the 2000 Comprehensive Plan, the Downtown Small Area Plan (from March of 2000) puts forth policy guidelines and a conceptual plan for future development in the Town Center. The Design Guidelines, adopted with the Downtown Small Area Plan, articulate the desired built form for Downtown Chapel Hill.
